b911939f07 Fix 'cap_add' and 'cap_drop' idempotency 
- Ensure that comparison always happens on lower-case values.

- Take into account that capabilities can be specified with or
  without the 'CAP_' prefix.

Correct IP range example for podman_network (#149)
