Actually expand ~ in yarn global install folder (#4048) 
* Fix 'changed' status for yarn global by actually expanding ~

* Ignore use-argspec-type-path test

* Add changelog fragment

* Update changelogs/fragments/4048-expand-tilde-in-yarn-global-install-folder.yaml
